Dogs Tongueis Too Big

Rubalcaba also wants to appoint a finger at the controls of the Civil Guard

Rubalcaba PASSES THROUGH THE LINING OF THE BALLS, THE PRIMER OF POLICE

The interior minister did not seem quite the politicization suffering the National Police. now intends to extend the policy of appointments to finger also the Guardia Civil. The latest draft of amendments to the law of armed school staff proposes that promotion to colonel are elected by political, rather than the traditional selection system that mixes the old with the help of merit.

So far, only the ascent generally decided by the system of self-designation. The rest used the above and more professional approach. If this proposal is not adopted, control exercised by the government policy would fall to the provincial level, as positions will be decided between lieutenant colonels, rank immediately below that of colonel and highest authority in each province. These have to do now other merits, other than those so far decided to promote it.

Interior's proposal comes after the Justice dealt a resounding setback for the ministry. The High Court of Madrid, supported by the Supreme Court has ordered Interior to 7,000 police officers to replace handpicked by other officials who overcame a competitive basis. Ground and threw the catalog job National Police Corps was approved in January 2008, which rose by 25% the number of police officers elected by open nomination.

Justice's decision, however, seemed to mean nothing to the Ministry of Interior. The Directorate General of Police and Civil Guard disobeyed the final decision and continued to appoint officials as he did before the court ruling. The High Court of Madrid had even issued an order to warn the said Directorate General of disobeying the law could lead to severe penalties. In it, the court even pointed out to the Administration their impression of the attitude of the ministry, and which he said the judge seems not to want to fulfill the orders. After the ruling, the department heads Rubalcaba said he was considering how to restructure the body in order to enforce the verdict. However, so far has not presented any formal proposal.

The controversy over appointments finger inside Police has even reached Congress of Deputies. The popular parliamentary spokesman of the party in the Interior Committee of the Cortes, Ignacio Cosidó, has repeatedly rebuked the Interior Minister and First Deputy Prime Minister, Alfredo Perez Rubalcaba. Cosidó has asked several times why the executive takes over a year without complying with a court ruling upheld by the Supreme Court.
The PP also requested the attendance of the Director General of Police and Civil Guard, Francisco Javier Velázquez, in order to provide explanations and that his conduct was challenged, as it was this high office who signed five orders who insisted appoint senior police officers to finger even after the court ruling prohibiting it.

the style of the former USSR and the political commissars .... This is how the ineffable subject understands the chain of command. The fact that this character is at the head of the Interior is the same as putting the fox to care for the chickens.
PD: And there will be officers who have to take off the party card?
